 REbuilt Detroit 671

Sorry for the two previous posts!
I recently had a competent mechanic nearly rebuild my 671 including new crank and cam, six kits and a rebuilt head. After a false start we had to adjust the timing and then started her up. She sounds and runs great except she will not restart after the vertical lift waterlock is full. There were no changes to the exhaust. There is a fair bit of backpressure but again, the exhaust was not altered from the way it has been for 25 years.
Full pressure and oil pressure are normal and she will start fast if the waterlock is emptied for the start. She then has no problem expelling the raw water in normal quantities.
